Why go to Portland and Seattle? For most bands, both cities are tough draws and no matter where you are coming from or heading to they both require a ton of miles to get there. Either you are driving West from Minneapolis/St. Paul or north from San Francisco, CA- and both those drives are 10 hours plus. And for what? So a band can play in front of 25 people in Portland and 75 people in Seattle? If a band wants to play in front of 25 people they should go to Sacramento and save 9 hours in the van.
Alot of mid-level indie bands aren't going to tour in January/February because of terrible weather, but on the West coast and South west you can be fairly certain that you won't run into a terrible winter storm.
The proposed itinerary for a band in San Diego-
Day 1 (Friday)- leave San Diego early morning
Night 1(Friday) - San Francisco, CA.
Night 2 (Saturday) - Sacramento, CA.
Night 3 (Sunday) - Bakersfield, CA.
Night 4 (Monday)- Las Vegas, NV.
Night 5 (Tuesday)- Phoenix, AZ
Night 6 (Wednesday)- Tuscon, AZ.
Night 7 (Thursday) - San Diego, CA.
Night 8 (Friday)- Newport Beach/Orange County, CA.
Night 9 (Saturday) - Los Angeles CA.
Band members only miss six days from their day job and play nine dates, with fewer miles then what it would take to go to Seattle and back.

not sure if anyone goes through bako anymore & las vegas is a lost cause at this point. other options are:
santa barbara
santa cruz
oakland (you listed sf but some bands do both)
arcata
reno
fresno
palm springs/palm desert
pomona/inland empire (lots of kids out there)
